There are sellers who do not complete a written home disclosure form. Banks who own property often do not have written home disclosure forms to present to the buyer. There is no law in Florida that requires the disclosure to be in writing. The law does require the seller to disclose any material facts to the buyer and this applies to Banks acting as sellers as well.
