Dennis Mulder, Mayor of Deltona in a memo to Deltona's City Manager stated:
"Today I am confident that through a series of actions over the course of the next several fiscal years that residential property tax in Deltona can be eliminated in its entirety between 2010 and 2011."
According to Mayor Mulder his plan will not result in the cutting back of services.

Hi Ian, here is all I have so far as found in his memo.
"I have been fortunate enough to work with and debate this policy with some of the greatest minds in the financial and analytical fields of the private sector. I see no reason why our government cannot operate similar to private business with the same levels of accountability and checks and balances. Private business similar to our size, handle this process regularly with a great deal of success.
It will be necessary for the Commission to embrace this plan to ensure its success, additionally, it will require a cooperative effort from City management, which I have been assured would always be the case.
Make no mistake, this plan does not call for the cutting of services, nor does it call for an end to necessary capital projects that have been talked about in the past. Simply put, my plan does not require us to end our effort to aggressively build and acquire infrastructure."
Apparently this is nothing new. Mark Harper at the News-Journal told me that that
"I checked with the city; the date on the memo is wrong. It was written a few months ago. Apparently, according to city staff, the memo was posted as a word document and the date automatically changed to the current date. Or something like that. Anyway, we've reported on Mulder's ambitions and will continue to follow the city's budget. But this is not something that's new."

Thanks for the clarification and additional information! I rechecked the link and the memo now shows a date of June 25, 2008.
Has anyone heard that Mayor Mulder of Deltona plans to build low-income housing on the 12+ acres of land off Outrigger Dr that Mulder purchased from the Deltona Soccer Club for $250K? Have heard he's hired a hotshot female lawyer from Daytona Beach, and plans on moving forward. Live on Lake Louise, and am pretty ticked. Don't like Mulder at all. He's a true politician in the worst sense. No one will substantiate the claim, but if I can get some more info, will relate to my source at the Sentinel. THANKS!
